DOT Regulated Drug Testing Program
    The I.B.E.W. and Western Line Constructors Chapter, Inc., NECA, Inc. offer Alcohol and Drug Testing Policies that comply with Federal and State regulations. These programs are for Pre-employment and Random Testing on all employees who hold a CDL or operate a motor vehicle. Copies of these agreements are downloadable under the "Members" icon in the Safety/Substance Abuse Testing section.

    Western Line Constructors Chapter provides the Western Line Substance Abuse Program or WLSAP, which is a consortium with a Service Administrator from Comprehensive Drug Testing [CDT], who will collect samples either on-site or at labs, administers testing, give DOT referrals, and delivers federal and state required reports. The administrator provides a Medical Review Officer (MRO) to review the results of testing before they are reported to the Employer's designated representative. Information on CDT can be found under the "Affiliates" icon. A copy of the DOT requirements 49 CFR Part 382 Subpart C can be found under the "Members" icon in the Safety/Substance Abuse Testing Section.

    The contribution rate for the WLSAP is .125% of the contractors Gross Payroll for the month reported. The Chapter is directly billed for all DOT required tests administered to employees of each NECA member contractor and paid for by the Substance Abuse Fund. The member contractors will be directly billed by CDT for all Non-DOT required tests.
